How to make Wi-Fi connect adequately on a smartphone?

Lamer question, how to make Wi-Fi connect adequately on a smartphone?
Applies to both iOS and Android.
Now if Wi-Fi is turned on, the phone connects to some open network, even if it's not the Internet, but authorization on the provider's page. Those. the smartphone connected to Wi-Fi, the Internet actually turned off. You can tell your smartphone to forget this network, you can temporarily turn off Wi-Fi, but these are some stupid half-measures. The solution seems to be that when connected to the network, the smartphone pings some ya.ru or google.com and, if there is no access to them, disconnects from the network, returning to 3G. Is there such a thing somewhere?

Neither iOS nor Android connect to the networks themselves, they point you to such an opportunity, and you poke “connect”.
So turn off the network if it suddenly turned out to be "U-tel 8-800 ***" for a short time. Moreover, do you often connect to unfamiliar open networks? Tie up.
On iOS, such a utility cannot be, by definition, since all utilities are encapsulated from the OS, only jail or android. I myself have not seen such applications, because I do not understand their meaning.

I doubt that such software exists (I haven’t seen it for a droid) - there are too many fail options. After all, ping can go through, and all requests for: 80: 8080 rush to the login page; or requests for :80 can only be accepted with a specific UA. Well, everything in this spirit - it is unlikely that it will be possible to process all exceptions.
If I were you, I would just sit on 3G, and only turn on WiFi with my hands, where necessary. By the way, 3G is more economical in terms of power consumption than WiFi (correct if I'm wrong).

I turn on wifi with handles only in order to specifically connect to the network, by default I use 3G.
Android will find ways to eat my battery anyway.
