How to make VPN required for Wi-Fi connections in Windows 10?

There is a laptop (Windows 10 x64), the Internet receives via Wi-Fi (the points are different - cafes, shared mobile Internet, offices of various companies). I would like to make sure that all traffic goes strictly through the VPN from the first second of the connection. The problem is that most programs immediately after connecting to a Wi-Fi point begin to break into the Internet with terrible force, I would like to limit it to it until a VPN connection is established.
Any restriction option is suitable - manual or automatic. It will suit you if, by default, any Internet after the connection will not be available until you turn it on. But, accordingly, it should be possible to enable VPN before you enable access.
From the interesting, I came across a similar functionality in the HideMe client, where it is called "turning off the main gateway", restricts the Internet until a connection is established when the program is running.

So you just impudently put the main gateway - the gateway in the VPN network.
All traffic for which there is no explicit route will always break on it.

VPN works through TCP port 1723 and the GRE protocol - they need to be allowed and everything else blocked.
If a domain name is used, then another 53 port will be needed.
These rules should only be for the wifi adapter or network type "Public" (the network should also be marked as public)
