How to make utf8mb4 work on Percona?

Some CMSs start defaulting to $mysqli->set_charset("utf8mb4")
In Percona builds (maybe others too), this gives a message:
Can't initialize character set utf8mb4 (path: /usr/share/mysql/charsets/)
Hence the question, how to overcome this, can anyone come across?
