I have no idea about Vegas.
In AE (btw, I'm not special, so there is probably an easier option) you can do it through alpha from a person shot on green, if you need more complex movements or something animated and hang the Magnify effect from Distort on it.
In more detail - look on YouTube for something like magnifying glass effect or water effect, maybe even for Vegas you will find it.
