How to make the structure of an online store for different cities?

Hello. There is such a question. It is required to make an online clothing store in several more cities. How to make the structure of the site more correct, because the products are essentially the same? My thoughts:

1. Each city on its subdomain (here for a doorway, or just search engines don’t hit the neck for duplicates?)
2. Organize a question on the site where the city is asked, and depending on the city, meta tags are already changing and some -where texts (delivery conditions for example)
3. The most not convenient option is to make cities on subdirectories (but update products every time on all sites)
