How to make the language switch after releasing Ctrl+Shift, and not after pressing them?

The essence of the problem is that in older versions of gnome-shell (for example, in Ubuntu 12.10), pressing a key combination that involves the layout switching keys did not change the input language, but now it does.
For example, when I pressed Ctrl + Shift + Left Arrow in Netbeans or in some text editor, the word that stands in front of the cursor was highlighted and the input language did not change. And in Ubuntu 14.04 - the language began to change. This is terribly inconvenient and in fact only because of this detail I am still sitting on 12.10.
What can be configured where, or at least which program is responsible for the layout?
I'll try to unpack its sources.

Handling keyboard events on press rather than release is an XOrg bug .
You can install a patched XOrg.
sudo add-apt-repository ppa:nrbrtx/xorg-hotkeys
sudo apt update && sudo apt upgrade -y
