In Ya.Metrika there is a setting for determining the goal of the transition contains / matches the URL address. That is, by setting such a goal and specifying a link to a third-party URL (not related to the main site - to another domain), the metric will determine the click and record it as a redirect.
In the VK retargeting settings, this function does not work, i.e. you need to specify which page the user will go to within the domain on which the pixel will be installed and he considers it.
But how, in fact, to make a goal in VK, if on the page of domain A there is a link to domain B and you need to indicate that the transition to domain B is the goal?

I think it's not a problem to hang a handler on the site itself through an intermediate url with a redirect to b
