You don't need PHP for the widget. On almost any site, it is created by simply copying the code and pasting it in the right place. Here you choose what you need and paste it into a div on the site or if Wp then into an HTML widget.
PHP may be required to create something exclusive, but 90% of the tasks are already done and available online for free. You can download and unpick, but it’s better to study the possibilities of the VK API.

In no case do not listen to commentators who talk about reinstalling. Start the recovery environment, select the command line there and run autoruns from there. In it, select File > Analyze offline system and specify the path to your windows. After that, find the disabled items in the list and enable them, especially in the "drivers" section
