How to make the cursor not react to the transparent parts of the button-image-svg?

Using bootstrap, I create a button-picture that has transparent places. How to make it so that when you hover the cursor it does not react to them? The svg image extension, but if it is possible to do it very simply, but with other extensions, then I am considering this option.
And yet I hope that bootstrap has the right parameter for this case.
