With the help of the telebot library, I think it is impossible to do this.
The only solution would be to use/create an Internet resource that will redirect to the desired site, as well as track who clicked on the link. But this is also not easy, because such a site will track only the ip-address, and not the telegram account. You can tie up, so to speak, a referral system, but personally I changed your system to something more accessible.
