Is it legal to translate other people's articles for your own site?

Is it legal to translate articles from foreign blogs, supplement them and upload them to your site? If not, what could be the consequences?

the translation is protected in the same way as the original
(if there is no link - google "translation rights" and look for phrases in court decisions)
therefore the ability to steal in the form of a translation depends on the license
for stackoverflo, the license requires only a link - therefore there are many clones (well, Google I have not yet learned how to glue to the end + SEO tricks)

Read the license. For example, I post everything under MIT. Someone puts the requirement to indicate authorship.
If we argue from the position of a law trader, then the article posted on your site is the number of visits to your site * to the average rate of Google advertising + legal services.
