How to make the 1C server perform certain actions when accessing it via HTTP links with unique parameters?

Hello!
I want to send (by means of 1C) letters to partners (who do not have any access to the corporate 1C-Enterprise 8.2) with links indicating a certain feedback (for example, "Yes", "No", "Don't know", "Contact me immediately" and etc.)
Each link must contain some parameter (or set of parameters) that uniquely and uniquely identifies the addressee and the corresponding action.
It is required that by clicking the link in the letter, the URL opens on the 1C-Enterprise 8.2 server, and the 1C server:
1. Could make sure that the link is real (and not forged by hand). At the same time, there should be no authorization or its external signs (fields for entering a login / password, etc.). Those. the link at the same time and authorizes the person who applied through it to the server.
2. Understood the link and its parameters, what he should do, and performed some functions.
Those. roughly the same mechanism that some sites use to check e-mail after registration ("Click the link in the email to complete the registration"), only there should be several options.
This assumes different output options in the browser, depending on the specific link:
1. Just "Thank you."
2. Form to fill out, after sending it - "Thank you."
I explained this to our 1C programmer. He said that he understands the meaning, but it is impossible to implement this in 1C. I didn't believe it, of course.
I ask for specific recipes, or at least hints, as this mechanism is called and where to dig.
