How to make svg over jpg in illustrator?

There is a jpg picture, on top of it you need to draw svg objects. Is it possible to export it so that it is one whole object on the page? Well, or so that the SVG does not "ride" on the bg

I don't understand what is the actual problem? Insert a picture, draw whatever you want on top of it. Then "save as" - svg
