How to make sure that the utf8 encoding does not fly off when adding the / sign to the address?

There is a site on WP, internal page ".ru/100 words". From some devices/browsers, when you add the sign / -- 100words/ -- at the end of the address, the Cyrillic encoding flies and question marks are installed instead of Russian letters.
How to be? UTF8 is exposed wherever possible.
