How to make sure that all promotions in the Bitrix store are applied?

Good afternoon! Already broke my head. There are 2 promotions - one discount for every second product of the category., 2 - discount if a person pays with a card on the site when choosing a system. Separately, discounts work, but if you enable them together, only the first one works (discount for a certain product), and the second does not work at all, no matter what settings are set in the index and sort fields. How can this be overcome?
Checkboxes - abort execution are all unchecked.
