How to transfer a bitrix site?

Good afternoon, I'm trying to transfer the bitrix site to another hosting. Did a similar procedure repeatedly (with other bitrix sites). However, this time, the following message pops up during the transfer:

db query error.
Please try later.

However, there is no message about the error.
How I transferred it:
standard transfer via restore.php
What I did:
/bitrix/php_interface/dbconn.php $DBDebug=true; - registered
/bitrix/.settings.php 'debug' => true, - registered
To cut off a number of questions, just in case, I will write that the configuration parameters are registered in the dbconn.php and .settings.php files.

Is the same extension installed in both dbconn and settings?

If you remove the backup again and try to deploy it? Before backup, check the structure of the product tables and restore, if necessary?
Does the error occur when accessing the admin panel?
If backups are removed not with Bitrix tools, but separately file and database backup?
