Layout of letters is a dark forest with its own rules. There is no such thing as 100% markup, you can only cheat - make it links with a unique address for each recipient. You can read about it here and here , but still, if you decide to make a form (and even more so to redesign button styles), you will have to check all possible clients for operability.
