How to make Steam respond to console commands?

I launch games with a command from the console But if an update comes out in the game, then such a download window appears because of this window, steam stops responding to console commands, even if the game is downloaded, until you close the download window, but the window is not a separate process, therefore You can't close it from the console. Has anyone encountered a similar problem? How to close the download window? (manual method is not suitable)
