Shadow copies in Windows are made on a schedule, not on file changes.
The closest analogue of shadow copies is very well implemented in the ZFS file system. I make snapshots every hour and once a day, I keep the first week, and the second half a year. this is enough for my purposes. You can do it more often. You can get a list of different files. Many things are possible...
