How to make seamless WiFi without UTP to hotspots?

There is a 3-storey house, with a basement of 4 floors, a UTP cable is brought out on the first floor and that's it, one of the electricians who did the repairs said that it is possible to implement this, why do you need both power and UTP output if you can make it wireless, and so I have question out of doubt, is it real? From the main wired router, let's say, to the wireless 3-4 meters, there is no wall, from the main to the 2nd floor vertically 4 meters, the ceiling is 20cm, but there is a large staircase immediately to the right of the main router, each floor has 2 outputs of 220 outlets 20 cm down from the ceiling.

Quite a real task, you need to build a MESH network. Now there are a lot of ready-made solutions, from the budget ones it is TP-Link Deco, everything is configured from the phone. If the budget is not limited, then you can buy a similar solution from Apple.
The most functional solution is MikroTik Audience.
The essence of the operation of all such devices is the same: they are connected to each other via a dedicated wireless channel, and gadgets are connected to them using standard wi-fi frequencies (2.4GHz and 5GHz), so the speed is not lost and you can easily scale the network.
