How to make public folder not /var/www on apache 2.4 on debian?

I took a VPS and already had apache installed on it. Usually there were no such problems, but I can not understand why Apache does not see my document root.
Contents of /etc/apache2/sites-available/000-default.conf:

I believe that with such settings, when accessing my server via ip, the contents of /var/www/html should be displayed, but /var/www opens. What am I doing wrong?

how should you open html if this folder is not specified.
If you write root /var/www/html/; in the configuration file of the site settings in the
sites-available folder, then html or whatever final folder you squeak will be opened.
