How to make PhpStorm see php binary?

In PhpStorm, you need to specify the path to the puff binary. For some reason, it is not there in /usr/bin from the ide dialog box.

Found a similar issue:

gave the user 775 to root folder of the system

I figured out the problem - it turned out to be a bug. I installed beta 2019.3 - there is no such problem.
