How to make payment in Google Play and In-app purchases?

When paying for paid applications on Google Play, as well as when trying to pay in-app, nothing comes out and Google gives me the following error:
"The security of your account is at risk. Please try again in 30 minutes or contact us. Error code: OR-DVASA2- 04".
What is the best thing to do in such a situation?
