How to make navigation through a pdf file with section selection?

You need to embed a pdf file in the page and click on the tabs to scroll to certain elements in the pdf. In this case, you need to select in the frame the area to which the scroll was made. Well, bring the arrow to the element (this is secondary). Most importantly: how to scroll through a pdf file? How can this be implemented?
I inserted pdf through iframe, but there I can't turn off the scrollbar and remove the toolbar. (Only crutches through position absolute).
