How to make keyboard shortcuts in Ubuntu work in both layouts?

It's better not to ask two questions in one.
Essentially:
1) You have to disable the standard GNOME-based keyboard switcher (plugin in unity-settings-daemon, which is gnome-settings-daemon in its canonical form) and use it from X11, my solution works even on 16.04: https:// bugs.launchpad.net/unity/+bug/1226962 (comments 221 and 224), you can also state that the bug also concerns you
2) There is no sane person; gXneur was great, but doesn't work as intended in recent versions of Ubuntu, I have to display the current layout instead of the system indicator, which after fixing becomes a little more than completely useless
This was broken by the GNOME developers a long time ago, now the fix needs to be drilled into each individual application, but with Java and similar applications there will still be sadness. My solution solves the problem globally.
PS The last time I answer such questions, I wrote about it a million times both on the Toaster and on Habré.
