Maybe someone did something like this, I'm interested in thinking how to make it up and how it should look in the layout layers - are the waves and the Poseidon itself just different layers or are they separate mockups? Maybe someone can share a link to a similar implementation.

What does it even mean - "separate mockup"? And why not "otdelnie mockup"?
It's just three separate layers - the background, Poseidon and the waves with the ship. In CSS, they can be spread out along the Z axis at some distance from each other, and to be sure, a heavily blurred shadow can be cast on the front layer to add depth.
