How to make it so that when connecting to the terminal server there is a choice: create a new session or connect to the old one?

I'm experimenting with Windows Server 2012 R2, specifically with the Terminal Server role. I performed the licensing of the terminal server according to the instructions on the page https://tavalik.ru/ustanovka_servera_terminalov_wi... then in group policy disabled "Computer Configuration\Administrative Templates\Windows Components\Remote Desktop Services\Remote Desktop Session Host\Connections -> Restrict Remote Desktop Services users with a single Remote Desktop Services session"
Now every time I connect, a new session is created for me. But how to make a selection window appear when connecting: create a new session or connect to one of the existing ones? I saw a server with such a setting.

Disable the policy (that is, allow multiple sessions for the user) and perform the standard installation of Remote Desktop Services (in the Roles Wizard, they made a separate item for this).
RDS has a special role - RD Connection Broker, which manages user connections directly to remote desktop servers (RD Session Host). When a user logs in, the broker checks for existing sessions for that user. If there are no sessions, a new one is created; if there are, it connects to the existing one. In your case, taking into account the configured policy, it will be just that.
This role is not set in the instruction that you used for setup (that is, the RDS setup is not complete, but it is suitable for certain use cases)
