Win server 2016, problem with changing site files via FTP, files are blocked?

I have a Windows server 2016, the site is running on it, the nginx + apache + php72 bundle is installed, I use FileZilla Server as an FTP server, the problem appeared initially after setting up the site on the server.
I connect via total commander via ftps:\\ , the problem is that when you re-upload the file via ftp, the file is not re-uploaded, the file becomes FTP with a weight of 0, and sometimes it cannot be deleted even after that, it can only be deleted using the unlocker program via RDP. The problem is floating, sometimes it is downloaded and can be downloaded all day, everything is ok, or it can give an error with each download. If you disable / enable the Internet on the computer from which I connect and reconnect, it gives the file to upload (provided that it is not blocked so that it can only be unlocked through the unlocker), after, in the next attempts, it may not download again and again you have to disconnect / turn on the internet.
I tried to install alternative FTP servers like titan ftp server, it did not help, I tried to connect through an alternative FTP manager like FileZilla, it did not help. There is no open_file_cache parameter in nginx, I tried to set open_file_cache off; the same.
Maybe someone faced and solved this problem?
I myself think that the point is that the file uses nginx / apache / php when accessing it and blocks it temporarily and because of this the file cannot be changed by another process such as FileZilla Server. I also read that this is a property of the NTFS file system, but on Windows servers a bunch of sites are spinning on the Internet and they can’t all have the same problem ...
There are also sites on linux servers and there, with the same Internet and through the same total commander, everything is downloaded normally and there have never been such problems.
Yes, even such a moment, there is a site on windows server 2008 R2 and files are updated via FTP normally, almost with the same scheme, there is only php 5.6
