How to make interrupted power permanent for the camera?

Tell me, if a capacitor is added to the interrupting power supply, will it allow the camera, at the moment of its loss, to be powered by the discharge of the capacitor and keep 12, and at the time of power loss at least 10 volts until the next pulse? And how in this case to select its capacity?

The interruption frequency is approximately fast, so that the lamp burns stably and constantly, not even a hint of blinking.
The power source is taken from the wire of this light bulb and cannot be different.
There is an option to throw this power to turn on the retractor relay, but how then to make sure that the relay is constantly pulled in (and the camera is already powered by a stable power supply)?
