How to make ide:// open PHPStorm on Windows?

The debugger has a quick transition to the IDE:

ide://open?url=file://E:/Program/OpenServer/domains/work/project.loc/core/services/affiliate/RewardService.php&line=40

But when clicked, nothing happens. I want PHPStorm to open, the specified file and line. How can I do that?

Under Windows you need PhpStormProtocol
