The essence is simple, you need a firewall rule that wraps all requests from users port 80 to a local page and the page itself with a button that, when pressed, redirects to the original site + adding the current user's IP to the table that we do not redirect. In total, you will need a firewall, a database with a list of users who should not be wrapped, and a page with a button, but since you have not mastered the simplest manuals with ready-made solutions and could not even google CaptivePortal, I'm afraid this answer will not help you. I'm most interested in this option habrahabr.ru/post/119695 - the only thing that I don't understand about it is point 2 at the beginning - a set of rules for the firewall. How to translate this into commands for entering yourself in iptables.
