How to set up Nginx streaming on demand?

Configured nginx with nginx-rtmp-module-master to stream video to the site from a surveillance camera.
But since the channel on the other side is very narrow, I would not want it to be constantly busy with the stream.

Is it possible to somehow configure Nginx to take video from the source only when accessing the stream?
