How to make games on Android?

I want to make a game for Android, what engines/frameworks would you recommend?
The game will be a 2D shooter with built-in ads and in-app purchases.
Unity, Cocos2D, Starling, Cordova come to mind...
What is the most must-have right now?

Unity is a good engine, but if you consider the free version, then your hands will be a little tied. Since from the basic functionality you will not be able to make dynamic shadows for 2D and it will be very difficult to do normal lighting. To solve these problems, you will either have to buy ready-made solutions, or write them yourself.
UE4 is good as well, but not for 2D. He is not friends with him for the most part, well, as everyone knows, he also likes to eat a lot of memory, and for games on the phone - this is a big minus.
I didn't work with Cocos2D, Starling, Cordova, so I can't say anything about them.

if you prefer Java, this is LibGDX, but I don’t advise you to go into 3D, everything is not so smooth and obvious there (the engine itself requires much more knowledge than if you write on the same Unity)
