How to make friends Excel 2016 and update data from Sharepoint 2016?

I upload the survey to an Excel spreadsheet
I open the owssvr.iqy file in Excel;
I save as xlsx document;
On a new sheet, I make different formulas/calculations for processing survey data;
Trying to refresh data (upload new survey responses to excel file)
Getting error
While data connection in excel document is there and even active
What am I doing wrong and how can Excel be friends with Sharepoint again? in 2013 SP everything worked without problems, but after upgrading to 2016 SP, now there is a problem (
Of course, the user who opens the Excel document has full access to the list (poll) in SP.

In general, I will answer myself: after updating from 2013 to 2016 sharepoint, new checkboxes appeared in the access rights, and it was them that were not enough for a normal connection between Excel and sharepoint
