Let's say I have an AD domain, a PC park. Near it there is a terminal server and there are also a bunch of accounts. How to administer these accounts through AD? Should I take the terminal server to the domain? Where can you read about it?

Yes, enter it into the domain. Then use only accounts from the domain, and disable local ones.
