How to make disable_functions only for one site/directory/file

I can't find an option how to make disable_functions only for one site/directory/file.
- Debian GNU/Linux 7
Apache 2.2.22-13
nginx 1.2.1-2.2
Php5.4.4-14
Server on Vitrualbox VM

If it matters to the solution, the first functions that will go under the restrictions are file_get_contents, curl… Block globally for all sites they are not an option, they are badly needed in other projects on the same machine. Breeding a fleet of virtual machines is also not an option.

I saw some Suhosin package, but it's not available for debian7...
What can be used or how else can I limit it?

Maybe runkit_function_remove in auto_prepend_file ?
