yes, open https://my.webmoney.ru , log in, go to the wallets tab, there is the Transfer item. Further everything is obvious.
You may need to first add a wallet and create a power of attorney (and set limits) first. This is done here: https://security.webmoney.ru/asp/trustlist.asp
