Our company needed to make an invoicing system through CMS - there were a whole bunch of similar paid solutions on the Internet, but by chance I came across invoiceplane CMS from foreigners, but the problem was that this CMS does not understand Russian and I don’t quite understand what steppe to dig into, set the database encoding to cp1251_general_ci in the MySql driver set the Russian encoding and I didn’t seem to find anywhere else that could interfere with work.
Maybe someone will understand how to fight this disease, the system will be very useful for issuing online invoices for payment for legal entities. persons. in Europe, this system has been used for a long time. I scored the goods that I needed and sent an email invoice in pdf format without any crap.
I am attaching the CMS to the post. To install index.php/setup - then it will be clear, the problem lies precisely in the fact that after adding - Russian titles are not displayed. Search used nothing on this CMS did not find.

Set Unicode (UTF-8) both here and there, specifically create a database in MySql in UTF-8_bin encoding, I also rolled (with the same Worldpress) UTF-8_general_ci.
