How to make chrome link in start menu?

Tabs on the phone are constantly accumulating, in the evening I open them from a PC through the address chrome://history/syncedTabs. I wanted to add a shortcut to the desktop, and then pin it to the start menu. But Windows rejects such a link (
Is it possible to somehow add that link to the start tile so that you can open it from there?
Options with a shortcut on the desktop, a fixed tab or a bookmark on the browser panel are not suitable.

chrome cannot be launched with this parameter from the command line
unless it is written as home url
