How to make an FXO gateway from a regular computer with a voice modem installed?

There is a machine standing idle and a voice modem. Is it possible to make an FXO gateway out of this without buying special boards?

Most likely not.
Firstly, you didn't even specify the modem model.
Secondly, the used LinkSys/Cisco 3102 is not expensive, smaller in size and guaranteed to work.
In general, I somehow did not see the software that implements the VoIP gateway functionality. Only channel drivers in asterisk and that's it :-(
