Asterisk problem

Friends!

You need either advice in which direction to dig, or paid assistance with setting up what you need from scratch.

In order:
We have:

  • Number 8 800 and a virtual PBX from one of the service providers -
  • Base with one tube, tied to item 1. Used for incoming calls, occasionally for outgoing calls
  • Unlimited phone from Gartel for outgoing calls within Russia
  • Unlimited phone from Gartel for outgoing calls in Moscow
  • Number 8 495 for incoming calls, Skylink

I want to turn everything into a single system, with IVR and profitable outgoing calls.

I read somewhere that you can use some modems (for example, those that sell OpSoS for the Internet), by flashing which, by plugging into USB and legal with Asterisk, you can call. That is, I want a diagram of the form:
  • When calling CURRENT 8 495, 8 800 and Gartel numbers, they give IVR with the ability to select a department.
  • All employees / departments have IP phones (soft or physical - it doesn’t matter)
  • When outgoing, depending on the prefix, either ip-telephony from the current provider or unlimited from Gartel or something else is used, if it appears.

I would choose elastix for simplicity, if it didn't work before it
will be a challenge for you to find a usb cdma modem supported by chan_dongle - wiki.e1550.mobi/doku.php?id=requirements

Most use huawei e1550 for voice calls over asterisk.
If Gartel and Skylink are supported by these modems, then what you wrote is feasible.
