That is, to access data, you simply need to run some program in the unencrypted part. Without installing drivers, programs, etc., which a user with limited rights cannot do.

The simplest is an archive with a password. Everything that will interfere with the work of the file system (encrypt on the fly) will require the installation of drivers and, therefore, admin rights.
