How to make an element appear on scroll?

Good day. I need to make such a feature: on the application interface, at the very top, that is, the first element, this is one small block, the size of a notification on an iPhone. I would like to make it so that when you start scrolling down, when that same small block starts to disappear from the screen, a fixed header appears, where it will contain a hamburger, logo, and search. Where can I implement this? In protopie? Thank you.

I did the same in Figma. Everything is working.
You need to collect the header in one folder (what will be fixed) and tick the Fix position when scrolling checkbox.
