How to make all processors work on android 8.1?

I fell into the hands of Nokia 5, with android 8.1. During normal use, it tweaks the menu a little, put Aida and saw that 2 out of 4 powerful cores are sleeping. Low-efficiency all work. I looked in my phone, in idle mode on android 8.0, all cores work, none sleep, but at lower frequencies. How to force the phone not to let the kernels go to sleep? The phone is not in power saving.

Disable core sleep using Kernel Adiutor :
CPU tab - CPU governor variables - parameter "is_cpu_hotplug_disable" change the value 0 to 1. I.e. when changing 0 to 1, the CPU cores stop turning off, stop at the specified minimum frequency. The increase in frequencies occurs when the CPU is loaded, depending on the settings.
