How to make a startup for a non-techie?

There is an idea (ideas), no technical skills. Where to look for a team? On what terms?

Guys, I'm not a techie, but I already have 3 IT projects behind me. Here the logic is simple:
1) We need a partner who is a developer or has his own development team. Necessarily. In this case, you will be responsible for operations, sales, marketing, product, etc. A partner for the technical component.
2) The absence of a partner will not save you even if you have money. If you yourself are not a techie, then you will be ripped off like a sticky and you will not get a product at the exit.
3) Share a share with a partner.
