How to make a sliding panel with Adobe Premier PRO text?

I'm editing a video lesson in Adobe Premier PRO, I want to implement the following thing. Imagine that during the playback of the video, a panel (a transparent rectangle) leaves on the right, I understand how to do this. In this panel there are items, the content of what the video is about, for example:

  1. Introduction
  2. Installation
  3. Setting

How to make it so that, for example, the first item is highlighted for the first minute, then for the second and for the 5th second item, etc. I think the essence of the issue is clear, something like visual navigation in the video

1. If the menu items are static images, then do 3 different ones and then interfere with each other;
2. If the slide was made by means of the premiere, then masks for the selected menu item and keying.
