How to make a site-exchange of one-time remote work?

I want to make a site-an ordinary exchange of remote one-time work (i.e. freelancers), but not for IT, but for another profession, as, for example, lawyers did .

Money up to 10tr for everything, there is a domain, I didn’t take hosting (I don’t know what functionality is needed).

Now parametric search by types of performers, their skills and a feedback system are important.

Question: to whom will it first turn, the one who will write the database (and it is needed here) or to whom? Or maybe there is a ready-made template?

I would recommend starting with prototype development (wirefram). This will allow you to
1) capture your entire current view of the project,
2) clearly demonstrate to other people (potential developers, team members) how you imagine it,
3) streamline your own thoughts, find implicit flaws, etc.
There are quite a lot of good ones for prototyping web applications. Of those that I used myself, I recommend gomockingbird and gliffy .
As you outline the interfaces of the main sections, try to describe for each of them the functionality of all elements, their interaction, interaction with other sections. Moreover, try to describe everything in as much detail as possible.
A developed prototype with such “primary” documentation can be shown to other people so that they can ask you specific questions, in essence. And besides, it will be easier for you to explain to others what you want.

I advise you to start by writing a technical task for yourself.
This will open your eyes to a lot.

And I would advise you to start with what features and search filters your exchange will need to have in relation to the target audience. And when you understand what exactly you need at the root, then already think about sketches and wireframes.
