How to make a self-service system?

Hello, they offer to make a website for a small Internet provider.
I would not mind, only they need a personal account of the client, but I have not come across this.
How do providers store subscriber data, and how to pull it out for display in your personal account?
Knowledgeable people please help.

GW1 should have a route to network 10.145.22.0/24 pointing to GW2 (192.168.0.1).
GW2 must have a route to the 192.168.1.0/24 network pointing to GW1(192.168.0.2).
