How to make a section "Documentation" for the site?

Good afternoon!
The next task is to make a section with the working title "Documentation".
The section will contain Documentation on using the site, section Questions and Answers. Possibility
to divide materials into categories and subcategories.
The section does not plan to accept questions from users, only the administration of the resource will fill this section.
Tell me what solution can be used, preferably not too weighty in PHP.

1. The help.yandex.ru mentioned to you is not made in php - it is static collected on a cluster using a single DITA source. This is a completely different level. I don't think you need its capabilities.
2. You first decide on the format that you will support, and then look for an application to display information.
