How to make a responsive android app design?

Hello, I'm building an application that has a constraint layout as its layout. I have already read the documentation on the official google website about adaptive layout many times, but these tips do not lead to anything sensible. How to adapt the design in this case: create a lot of layouts for different screen sizes or try to somehow adapt the main one (make it more flexible). There are also problems with the second one, since I don’t understand how it is possible to make the constraint layout flexible (in any case, it does not adapt to the size of the device).
